What are you going to use it for?  The standard 3x9 variable in various guises works very well. Use 9x at the range to sight in and spot bullet holes in target at 100  yards.  Screw down to 4x for general use to be increased if need be.

The plain vanilla 4x fixed power scope still does exemplary service under very adverse conditions. Variables for all their virtues are very fragile and complicated and for use under rugged, conditions (esp. horse scabbard use) many find 4x or 6x fixed scopes to be more rugged and reliable. For brush hunting the fixed 2.5 and 3x scopes are great.

If you're going to go hunting and just be walking and getting in and out of vehicles, then the 3x9 would serve you well. If you're hunting from horseback you might be better served by the more rugged, less complicated 4x fixed power scope.

In addition to what Advocate mentioned, it would also be helpful if you told us what your friend's budget would be.  (Please don't tell me that it's under $150. )
