Sagging lever

On a winchester what causes a sagging lever when you are walking and the lever sags?

Some "sag" is normal and is designed into the rifle so the trigger stop is not depressed.  How much sag are you talking about?

The sag I'm talking about is 3/4 to 1"

Nope, thats not normal. Theres a small catch on the lever thats supposed to keep it closed. Its spring loaded so maybe your spring broke or its not strong enuff anymore to keep it shut.
