That looks suspiciously like the "throttle board" on my old 1200psi superheated steam turbine powered guided missile cruiser, CG-20 USS Richmond K. Turner, "Americas Battle Cruiser", formerly, DLG-20, the "30 Knot Ghost of the Vietnam Coast". The big wheel is the ahead throttle and the small one is the reverse. Turning the wheel opens or closes a series of poppet valves to allow more or less steam to enter the turbine to adjust speed. The gauges all show steam pressures on the boilers, oil pressures on all the bearings, and temperature and vacuum level on the main condenser, also tachometer to indicate shaft rpms.
I'm not sure what the printer would be for, maybe a way of switching the old sound powered telephone from the bridge to remote teletype.
