Couldn't find the Howa but the S&W 1500 is the same and shows 2 trigger adjusting screws.  Appropriately called the 'front trigger adjusting screw' and the 'rear trigger adjusting screw'.  The front has a spring and adjusts the return tension on the trigger, so it is used to adjust pull weight.  The rear seems to be the sear engagement adjustment.  I would strongly advise against turning on this screw. Too little sear engagement can lead to accidental discharges!!  The pull weight can be adjusted by the front screw and should likely not be turned below 3 pounds. These screws all wear lock nuts and these should be tightened when adjustments are conmplete.

Yes the back screw adjusts the sear engageement and that is what creep is.  Still if the engagement is reduced too much the meatl can fail and an accidental Discharge can ooccur.  Be very cautious when adjustiong sear engagement.
