Not DIRECTLY relevant to the situation in New York, but in Massachusetts (which is at least as restrictive as NY), license issue is up to police chief in your town of residence ... and some are better than others (there are tales of chiefs telling women, "I don't think you should have a gun, little girl, so I'm not going to let you have a permit. Also, state laws are very convoluted, with several types and levels of carry permit: Target Shooting (must be a member of a club ... and can only carry pistol to & from club), hunting (must be hunting), work-related, regular pistol (but not hi-capacity), and hi-capacity. When I was there, I was lucky enough to be grandfathered into a hi-capacity, which is essentially unlimited. Anyway, it's a standard question on the permit application, "why do you want/need a concealed carry permit". The best "do-it-all" answer is "for all lawful purposes" ... worked for me. Bear in mind that, no matter what kind of license you have, you still can't carry in NY CITY ... they've got their own laws ... VERY restrictive (unless you're an LEO or know someone).
