Laws Concerning Ammunition Sales

Yesterday I was at wal-mart and I decided while I was there, I would pick up some 223 ammo.  I went over to the counter and asked for a box of Winchesters.  I am 17 for about 2 more weeks so I am not legally allowed to purchase ammunition, I understand this.  However, my girlfriend who was with me is 18 and I informed the guy at the counter that she would be buying them, not me.  When he reached for the box, he paused and said, "I can't sell these to you."  When asked why he responded by saying that they were for me so I had to have a parent buy them.  I was wondering if anyone knows where I could find laws concerning ammunition sales in PA?  I would like to see if I am rightly angered by this, or ignorant of the law.  Any info would be greatly appreciated.

PS--I know this question does not really pertain to the handi's, but I have seen what a knowledgable and active group of guys this is, so I figured I would get the most information here.
