Can these 2 be swapped out grain for grain?  I don't mean mixing them in my powder hopper, I mean if I load 4.9 gr of 231 and get velocity x then will 4.9 gr of hp38 be very close to velocity x?  I have heard these powders were almost the same.  HP38 is a couple of $$ cheaper by the pound and thought I might do a little experimenting.  Thanks for the help.

I have read from dubious sources that they are the same powder, but the published load data I have seen for them differs. To me, that means "no", they are not the same.  Fortunately there is plenty of available load data for both so there is no good reason for not using it.
