The below is a copy from a review at Midway.com of a Speer Goldot 60 gr. .312 diameter bullet:

Review:
Okay, this is a wierd one. Sized to .309, used in a 7.62 Tokarev (CZ-52 ONLY!) over 10.0gr of AA#7, it gives me 2200fps with great accuracy. WORK UP TO THIS LOAD! Think "Exploding Squirrels".

My question is how can I do this? Resize jacketed bullets that is. Any help would be appreciated.

Thanks in advance.

I have a rockchucker and a lyman turret press, so I'm guessing I need some dies and thought maybe swaging dies would do it, if not what do I need?

Swage Sir,
That's the first time I've heard of the term "Draw" :? . When the fellow used the term "sized", I thought he was using the correct term.   I shall check with the folks you listed. Thanks for all the good info.
