The NEF web site lists an Ultra scope rail w/ hammer extension, above it is a hammer spur. Is the Ultra rail different tha the standard Handi's and is the extension and spur two different things or the same?

Spur/Extention it's the same thing. The Ultra rail has a set screw in the forward end of the rail to run down against the barrel where the contour drops away from the end of the rail.
