I wasn't familiar with either rifle so I googled 'em up. Looks like both have magazines that protrude substantially and might get in your way. Hunter class rifles must have tapered barrels in addition to meeting other rules you should check out before buying a silhouette rifle.
When you start talking about setting up a rifle for silhouette you need a few very specific things, the main ones being a rifle which fits and "holds" well, has better than average accuracy and a trigger which can be improved without reinventing the design. My impression, subject to the thoughts of the more experienced, is that CZ is the way to get your feet wet if you don't already have a rifle. The mechanical accuracy of the barreled action may be the best available at the price and the trigger mods have been worked out by the folks who have gone before you. If the goal is to give the sport a try and have some hope of improving, there's a lot to be said for spending your time and money shooting as opposed to gunsmithing.
I highly recommend that you attend a smallbore match if you haven't already, take notes, ask questions and by all means shoot the match, with a borrowed gun if necessary. Don't be one of the "Aw, I'm not good enough..." wussies. It's fun! Let us know what you do. Good luck and good shooting.
