has anyone ported a inline muzzleloading rifle / handguns?

how well will it work?

I know Traditions has historically sold some ported firearms.  The first thing to remember is you're going to have to CLEAN all of those little holes, or they will gradually plug up and/or corrode the barrel itself.
   You're not spewing clean gas out those ports...if they are angled back to reduce recoil you're going to be blowing some choking smoke towards yourself.

I was thinking about porting a 15 inch encore 209x50 barrel

There's no reason why it wouldn't function properly...just the cleaning issue.  Also, in a pistol, you really are going to get a face full of smoke back at you.
   If you think the recoil reduction will be adequate for that nuisance (I can't say how bad it would be!) it'd probably work ok.
