As with .38's out of a .357 is the 45lc out of a 454---ie. the cylinder can/will develop a carbon ring from firing the shorter length case.  If not removed an excessive carbon ring build-up will increase chamber pressures when the larger cases are used.

While you most certainly can, I personally don't like to. If you reload then there is no need. I find that 21 - 23 grains of AA9 behind a Hornady 250 grain XTP to be quite comfortable and economical to shoot.  :-)
