Anybody getting snail mail...

that is opened up and examined in transit? The other day I received a letter from NEF, The letter was a little tattered--and stamped on the back was:    "OPENED FOR INPECTION, MAIL REQUIREMENTS, GARDNER MA 01440-9998"
.
This letter was just a manufacture's survey.........pretty strange....I've never seen that and didn't know it was permitted....?????????

Yep, I can recall it happening to a piece of my mail at one time in the past, don't recall who the mail was from or what it was but recall it was inspected and stamped like yours.
