Randy,
I used to shoot my 10/22 and the best thing that I came up with was a peice of leather that I made and ty-wraped to the scope.
Picture a ~3" x 3" square with (2) ~3/4" wide x ~4" or so long "legs" coming off of it.

Punch (2) holes in the "legs", one at the very end, and one at the start of the "leg". This will allow you to wrap it around your scope and place the ty-wrap through the holes and securing it to the leather and not mar the finish of your scope over time. This gave me clearance for the spent shell and I never had a single one flick back into the action as you can adjust the angle of the square by turing the whole thing on your scope. AND, leather just looks cool.
If I have confused you, e-mail me your address and I'll make you on and mail it to you! I ended up having to go to hobby lobby and buy a bag of leather scrap for $15 or so and I have enoungh to last a life time!!!!
