If they chamber freely and shoot well, then the buldge is cosmetic. Just back the sizer off until your fired cases are sized just enough to securely hold that larger bullet and the buldge shouldn't be noticable.

Ribbonstone has it. I shoot a 380 dia bullet in my Marlin 336 cowboy. My cases bulge too, especially at the bullet base.
My Marlin had problems from the start and that was with about 375 dia bullets. It would jam something fierce about 1/4" from completly chambering. I sent it back to Marlin and they opened the chamber. I happened to slug my barrel at 378 and change. I get my best accuracy with a 380 diam bullet weighing in at 250grs unlubed.
Good luck shooting your 38-55 whatever it might be. I love the way mine shoots. I wish I could shoot as well as it does

To answer your question, yes, they minimize that bulge. What they do is expand the case to fit the bullet instead of the bullet doing it on seating. You'll still see some of it but it will be uniform and less noticable.
good luck,
Ian

Missed: Sounds like you have the H&R Target Model 38-55 ... and the 'We Gotch Ya'!
Need to have your chamber reamed and then fireform your cases.
The 380 Bulge Issue disapperar
