Best bang for buck from Gunsmith on a ruger bisely?

I just acquired a ruger blackhawk bisely with the 7.5" barrel and it already has a great trigger job.  The trigger is sweet.  I haven't shot it yet, but I here that these guns won't shoot in the league with the freedom arms guns.  I'd like to have this gun shoot well enough to shoot IHMSA big bore.  

My question is, what improvements should I be seeking from a good gunsmith to help with accuracy?  How much am I looking to spend to get this gun up to the freedom arms standard?  Can you recommend a good smith that is revolver friendly?

What I would recomend is that you shoot it first. My Bisley .44 would shoot right with my FA .454 using the right load (I've sold the FA).
If it doesn't shoot up to your expectations, identify the problem and fix it.
Now with that said, to bring the average Ruger up to "the Freedom Arms standard" would cost more than it would to just buy a Freedom Arms revolver.

as was said shoot it first theres more to be gained by load devolpement then just about any accuracy trick a gunsmith can do short of rebarelling and lineboring a cyl and that isnt cheap. What i do to my stock guns is an action job good sights like a bowen rear and a belt mountain base pin. If you shoot it and it isnt up to your standards see Dave Clements he does excellent work and is reasonably priced.

What work has he performed for you on some of your revolvers?  

What kind of accuracy should I expect to see out of this gun?  It's going to be scoped, so sights aren't an issue.
