I installed my extra scope, a burris 3x9 compact, on my rem nylon 66, and I maxed out the elevation adj and it still shoots 5-6" low at 25 yrds. The scope has been on a ruger M77mkII, .223 and it was zeroed just fine, then it went to a M1894 marlin 44mag,also zeroed fine then it sat on the shelf for 6 mo.
 Anything I can try to raise the poi? BTW i'm using millet 3/8" grooved rings.

I see it has been nearly 2 weeks since you asked the question, so probably you have solved your problem. I just came across this today. My opinion is to not bother trying to scope a Rem 66. The receiver is not connected to the barrel in a rigid manner, so it will not shoot as well with scope compared to iron sights on barrel.
