Winchester 70 bolt stop doesn't work

I've got a pre-64 M70 and the bolt stop won't go in and so the bolt won't come out. I have a disassembly book but the bolt is supposed to come out first. Can I take the stop out with the bolt in? What is wrong with it? Thanks.

First thing I would do is pull the action out of the stock. Inspect for crud or rust that might be causing it to hang up. If nothing is broken, a spray of WD-40 and a shot of compressed air just might be all that is needed.
