Have a Handi in 223 bull and experienced the same problem. One time it would shoot, next time it wouldn't. What I found was that when shooting from a bench I had to be extra critical of where I placed the action and forearm. Also, full followthru with the trigger. I finally went back and cleaned up the forearm, glass bedded it and added the O ring. I have a Nikon 4.5-14 on mine and the best weight bullet I have found is a 52 grain hollowpoint boattail. This came out of rounds loaded by Wisconsin Cartridge company.... I would revisit the range, pay close attention to setup when shooting. If problem persists, change out the scope. Tasco has been known to make a few bad ones just like all the rest.
