This will depend on the chamber of the rifle and the interior dimensions of the die. I usually full length size my .45-70 hunting ammo, sometimes I will back off the die 1/4" for some target shooting with some of my barrels. As long as the bullet is held firmly it should be fine. But there is less of an accuracy advantage for neck sizing straight walled cases than there is for bottlenecked ones. Again, it depends on the chamber dimensions.
Seating the bullet out to the lands - depends. In some barrels it might result in better bullet/bore alignment. Some rifles have long throats, which means you can set the bullet up to ca. 1/4" more out of the case, effectively increasing the powder capacity of the case. Other chambers are short and won't allow the bullet to be seated out very far. I'd try both and see if the results are okay. Realize that if you seat the bullets out you will lose a little velocity compared to loads tested with njormal seating depths.
