Probably, although the term .256 has typically refered to a 6.5 mm bore. The old .256 Newton was based on the 30-06 case necked to hold .264" bullets. So in that light the .264 Winchester Magnum could be considered a .256 belted magnum.
In more modern terminology, the .257 Weatherby is a belted magnum firing a .257" bullet. With only a 0.007" difference in diameter, both belted cases are pretty much equivalent except for bullet availability.
