Looks like a Winchester Mod. 1885.
What caliber is it in?

That's a Stevens model 44 1/2. At least that's what the action is, with custom stocks, and barrel. Look at my reply at this thread. Pictures #6 and #10 are the same action, but with different levers. Stevens offered the 44 1/2 with 4-5 different lever types. Your's is the most common type found.

You bet. The .219 was a choice for many custom built varmint rifles, and the 44 1/2 is plenty strong to handle that cartridge. Probably a good shooter too.
