Remington 514 bolt/ drilling and tapping for scope

A smith cut a spring to get a lighter trigger pull and the colt doesn't lock up tight. If it is bumped, it flys open.

I assume he cut the trigger coil spring. Would the bolt handle locking side need to built up?

This rifle hasn't been drilled and tapped nor does it have grooves. The Weaver says that if not drilled and tapped use 12  & 12 bases.
And for just a 514 use 16 & 21.

I don't understand this one. Do I drill and tap it & use 12's?

If the 514 is 'not' drilled and tapped, use the 12/12 combo. Guess the drilled and tapped ones need a different hole spacing and contour?  On the bolt opening, sounds dangerous.. The sear interface eith the trigger or the striker sear are not at a safe angle. The lightened spring allows the striker spring to open the bolt>??   First, cutting a spring is a bad practice. It will lighten the spring's tension but also shortens the extension...That can lead to real problems. if the bolt doesn't headspace correctly the rifle may be dangerous to fire. The thin brass rimfire cases tend to split when fired if not properly supported. It deffinetely sounds like a trip to a gunsmith is in order!!

One thing I noticed was a buildup of carbon, like a small ring just ahead of the case rim. I don't usually shoot shorts.  Do you have any ideas what it might be? I've  never noticed any split cases. Thanks.
