Is it necessary to use a filler for reduced loads with a very small powder charge? Specifically 8gr of powder in a 30-30 win case.

If you search around, you will find recommendations to stay away from fillers in bottle neck cases; the filler can clog around the bottle neck and cause bad things to happen.

Use one of the "bulk" powders and stay away from fillers in a 30-30.
I always used IMR SR-4759 for my reduced 30-30 loads. Others use Trail Boss.
SR-4759 gets its "bulk" by being a hollow tube shaped granule. Lots of air in there.
The smallest charge or SR-4759 I ever used was 10 gr on a 110 gr bullet.
Don't know how slow it was going, but it dropped more than a 22lr.

ive shot thousands of 3030 with a cast bullet and 7 grains of unique. Never used a filler and never saw a need. Ive fooled with fillers in other cases like the 4570 but never saw and real advantage to using them even in the straight cases if you use the right powder.

I use 8.0 grs. of Red Dot with  150 and 170 gr. cast bullet loads in my 30-30 no filler needed.  The two molds are the Lee .309 150 and 170 gr. gas check RNFP bullets drop at close to  .311 with wheel weight alloy. 

For the Red Dot plinking/small game loads I just apply two light coats of Lee Alox and leave the gas check off. If you want to apply the gas check the Lee .311 sizer will do the job just fine,MV is just a hair over 1250 fps. and it deadly accurate out of my Sav. 170 pump gun.  My friend Andy uses the SR-4756 loads in his Win. lever gun with the same bullets and gets equal results.

150 gr. cast bullet

Red Dot   6.8 grs. 1257 fps.  9.0 grs. 1481 fps.

Unique     7.5 grs. 1333 fps.  11.0 grs. 1691 fps.

SR-4756  8.0 grs. 1282 fps.  11.1 grs. 1573 fps.

RX7       22.5 grs.           30.0 grs.  2318 fps.

170 gr. cast bullets

Red Dot  6.5 grs. 1159 fps.   8.5 grs. 1348 fps.

Unique    7.0 grs. 1240 fps.   10.6 grs. 1555 fps.

SR-4756  7.0 grs. 1102 fps.   10.5 grs. 1423 fps.

RX7       20.0 grs. 1632 fps.  28.6 grs. 2165 fps.

I STAY AWAY FROM FILLERS PERIOD!

I just pick a bulkier powder.

Do a search there was a very active thread here abouts a month or three back... maybe search detonation.
