i would like to turn my stevens 200 (savage) into a .204 from .243.

i know i need a new barrel and magazine follower and bolt face.

can the barrel just be re-lined?

Barrels for high pressure rounds cannot be safely relined. The cost of altering the 243 to a 204 would likely be more than simply buying a new Stevens in the desired caliber. I checked their website ond they don't list the 204 or the 243 in the Stevens M200 rifle. It looks to be a member of the 110 series rifles. The barrel replacement and others parts would likely make it easier and cheaper to simply trade for a rifle in the caliber you wish..

Actually, Savage does offer a replacement barrel chambered in .204 for the M-10/110 series and variants. As the Stevens 200 action is the same as the M-10/110 series, the barrels will interchange as will the bolt heads. The Stevens is different than the current Savage centerfire bolt guns in that it lacks the Accutrigger and is fitted with a lessor quality stock.

I noted the commonality of the 200 to the 110 series rifles but the fact is replacement parts will likely cost more than a new rifle in the desired caliber would, especially if a trade is involved. Also the AccuTrigger is a tremendous asset to the rifle. I would gladly add $100 to the 200's cost to get the trigger.. Trade the m200 for a 110 in the new caliber. It'l be cheaper and the accutrigger clinches the deal.
