Lower Velocity Rounds in a .223 Bushmaster

I am looking to reload some 223 for coyote hunting, but the farm that I will be hunting is in a suburban area.  I want to download the rounds for safety reasons.  
 
My question is "How low of a load/velocity can I go before the action will not cycle, but yet still be effective on yotes?"
 
Any experiences?
