Hornady lists data for their 129-grain SST bullet and IMR7828.  Their max load is 64.0 grains for 3200 fps   Start at about 59 grains for safety.  NOTE: Hornady does NOT list magnum primers for this load, Remington 9 1/2 primers are preferred.

IMR 7828 info

I contacted the IMR company in 1998 and they sent me some unpublished test info they had done with IMR 7828.

The only load they sent listed with the Nosler 125 grain Partition was as follows:

Case:  Winchester
Primer: Fed 210 Match
Bullet: Nosler 125 grain Partition
Powder:  IMR 7828
Charge:  61.5 grains
Overall Length:  3.290"
Velocity: 3188 FT/S
Pressure Cup: 52000

They had loads  with other bullets listed to Pressure Cup of 53900 but as in any situation I think I would start a bit low and work my way up to this load just to be on the safe side.  I haven't tried this load personally.
If I can make it go bang it can't be that hard to do.

IMR-7828 From 60.0 grains to 64.0 grains
 Winchester WLR Primer

But when I was playing around I liked:
H-870 From 72.5 grains to 76.5 grains
 Winchester WLR Primer
