I am a very long time friend and user of Fred's barrels and custom wood... ran around with him when I lived in Utah's Dixie and we still remain in regular email contact and get together on ocassion. Still own a bunch of his wildcat barrels for my Contender frames too. They shoot! Make that, they really shoot!
Don't have any Encore stuff anymore, they got dumped when I got out of owning any T/C factory products (except for a few "C" frames). But as for the forend on an Encore... the factory wood uses 2-screws to mount to the barrel, and Bullberry uses these to install a hanger bar that "floats" the forend off the barrel. His wood (machined to close-fit this bar) then mounts to it with just one screw. He has forend wood that is very inexpensive, will even sell it unfinished to save a few bucks if you want to do the final on it yourself. The advantages of the system makes it money well spent - besides, the factory wood is pretty sad anyway. HTH
