2 different Owner's manuals say two different bullets?

I just bought a Pietta 1860 army from Cabelas.  The Pietta manual says to use a .454 ball, and Cabelas says a .451.  I used to have an EMF 1858 Remington revolver that I used a .454 ball in, as I recall.

Who should I believe?

My Pietta manual says .451 for .44 Colt and Remington.

Either will work.  My advice is to try the .451 first.  See how it shoots and make sure the rounds are not creeping forward as you fire.  If they tend to creep try the .454's.  My pietta colts like the .451's just fine.  I know the manuels can be confusing.  The italian one always seems different from the Cabela manuel.

I think you'll find the .451 fine. However, if it doesn't cut a circle of lead when loading the ball opt for the .454.

generally,  a .451 will work fine in a Pietta and will often work in a Uberty also.  The pietta chambers/barrels are a bit tighterbut both revolvers are well set up for accuracy.
