I have a buddy that whats to rechamber a #1 to the 300RUM cal.  What would be his best option for doing this.

First, find a gunsmith familiar with Number Ones...trust me on this.  He will remove the barrel, do the rechamber, modify the extractor, reinstall and give it back in exchange for money.  I do not recommed your 'buddy' have just any backyard "gunsmith" do this work if he values his Ruger.
