10/22 Hammer Forged Target barrel - what's the background?

I've been searching for a rimfire. I've been leaning toward a Ruger 77/22 bolt action. Today however I spotted a nice looking 10/22 on the used rack. It is a great looking gun with brown laminate stock, and a very heavy blued target barrel with spiral flutes lightly cut into the surface.

I assumed it was an aftermarket barrel (.22 lr by the way). When I handled it however I found "Ruger Hammer Forged" stamped into the top of the barrel in large block letters.

Does anyone know the story of this 10/22? Did it ship from the factory with this barrel? Did/does Ruger offer the barrel alone as an accessory? Aren't just about all mass produced barrels "hammer forged" now days?
Should I expect a rig like this to shoot great or is the thick barrel likely "all show and no go"?

Any feedback is appreciated. The gun appears to be in excellent clean condition. The asking price without a scope is $ 280.00.
