Building $300 MOA .308 - Scope Poll, Ring & Ammo Questio

The Survivor in .308 is ordered.
Wanted to go Bull Barrel and .308 as I'll be using it for Silhouette and need 5 rounds in 120 seconds, and .308 has most affordable semi-match grade ammo (the time factor of reloading is still making it not cost effective).

Still somewhat undecided with optics, and ordered a Tasco Varmint for now.  Never had one, read many mixed reviews.  Looking for an inexpensive scope with good clicks, reliable zero, and mil-dot reticle.  Weight and low light clarity are not of major concern.
Rings; will Burris Signature Zee Mediums will work with the stock NEF Survivor .308 rail and the Tasco 6x24x42 TargetMilDot? Badger Ord rings seem excessive. Heh.

Anyone with experience and opinions on Optics and Ammo for this config?
