I can't find this on T/C's website or Foxridge, do they make a 25 cal in stainless? I found some on Gunbroker and was wondering if this is some other barrel maker.

That is surprising. I'm quite sure they used to be available in stainless. You could always e-mail the Gunbroker seller and find out.
