I have a .30/06 Encore barrel like that. I'm still testing to try to determine just what the problem is, if any. It will do less than 1 MOA with Nosler match bullets off the bench once the barrel is dirty and warm. The first shots from a clean cold barrel are very high (8 to 10 inches anyway) and then come down at 2 to 3 inch increments until they are right on. Since they come down in a fairly straight line, it would seem to be more likely a problem with a cold barrel shooting to a different point of impact than a warm one.
Once I have time to do more testing, I need to determine if the major variable is a dirty barrel vs a clean one or a cold one vs a warm one. Since it's meant to be a hunting rifle, it's a bit inconvinient to have the first shots high. If the main factor is a dirty barrel, I just have to make sure it's dirty before I hunt with it. If it's a problem with the barrel being cold, I'm going to call Thompson/Center or whoever else may know what the problem is and try to find a solution.
