I'm no expert, but a forearm that has the hole for the screw drilled a bit off-center foreward (like yours is, if I'm reading your post correctly) keeps the system in tension when it's locked up. This should help improve accuracy. So, I guess the short answer is, yes.
How is it shooting? If it shoots good I personally would not change it.
If you do remove some material from the screw hole area, and the result is a negative impact on the accuracy, you can always shim it back out.
