I have always heard that the fishing is best from the new moon to the full moon, so I judge that this would be true of hunting. I usually hunt at night with a full moon with fresh snow on the ground, but then all the light makes them skittish also. The coyote will travel along the path of least resistance to conserve energy, especially in the extreme cold. They like frozen over creeks, cattle trails, even farm to market roads. Around here with some cold weather and snow will help as Feb is mating season or used to be as we have had some mild febs. During this time one can drive around the section roads glassing the southern slopes on sunny days looking for a "song dog" curled up catching some rays. For your area you will have to improvise the basics to fit.
