Had the same trouble with .243.  Finally was able to find a good load using Varget, and CT BT 95 grain bullet.  The other that shot very good groups was the 100 grain Hornady ROUND NOSE....into one inch at 100 yards....

I only have one thing to add that might help. I learned while shooting prone Your breathing can cause diagonal stringing from your chest and abdnomen an the ground. If you are leaning against the bench it might be doing the same thing. Maybe somthing about the Handi rifle causes you to lean more into the bench(shorter pull?) Maybe?

I worked on one that was as bad or not worse !
took the forearm off, floated it, put a rubber washer under the locking lug, redid the mount for the scope, polished the throat/bore.
dropped to an 80 grain tip using varget .

now it shoot 1/2 to 3/4" groups at 150 yrds.
I was about to sale it !!!!

I was going to suggest swapping scopes and bases to see if that helped any.

All my Handi's vertical string if I don't cool them between shots.  Especially my .243, and 30-06.  I am able to shoot three shots fine the forth rises about 1" at 100yds.  If I don't let them cool at that point they will continue to raise with each shot.  It's one of the quirks of Handi's that I can live with, since I only shoot one shot per animal when hunting.  The first one is the only one that counts anyway.
