chronograph help

I'm new to reloading and I am planning on working up some loads for my Encore this spring.  I am looking for some recomendations on a chronograph.  I don't need anything fancy but want it reliable.  I plan on writing down all my data on paper anyway.

I have heard sunlight can through off a chronograph.  What time of day does this normally happen?  Also how far should the graph be postitioned from the muzzle of the gun?
