I just bought a set of Lee carbide dies, 100 Starline brass, and 100 Remington .358 148gr HBWC bullets. My gun is a Hopkins and Allen safety police. It is a five shot .38 S&W top break revolver with a 3.25" barrel. I load with Winchester primers and use a Lee dipper to load mild Unique loads. I haven't chrony'd my loads yet, but they shoot sort of low. I have to put the top of the back about half way down the front plade to get my loads to hit dead on at 25 yards. I used to use 158gr LRN loads with the smallest Lee dipper and they hit a little higher (more recoil), but I betcha the lighter HBWC bullets in a soft target type alloy will be easier on the gun.
