Such a thing as a "STANDARD WEAVER RAIL" ?

From what I've read here, and elswhere, plus what I've experienced personally, there doesn't seem to be a "STANDARD" Weaver Rail.
Recently checked a neighbor's name-brand Red Dot (with "Integral Weaver Rail Mounting") and it wouldn't fit his rail, or two guns I own that have weaver rails.

If there's a "standard" would someone aim me at it?
