Reloading NEFs and O.A.L. for long throats

I'm new to reloading, and I'm starting with my NEF 223.  It shoots factory ammo well under an inch but so far I haven't shot any groups less than an inch.  I've been using the manual's recomended OAL.  

Should I start trying different powders, or should I stick with what I have and mess with the OAL.  Will it make that much difference?  I thought adjusting the OAL was for fine tuning a load.  

I'm currently loading 223 40gr V-max, Win brass, Fed Gold match primers, 26.5gr H335, OAL 2.200", and a little bit of TLC.  :)  I've tried various powder amounts with no luck.  Should I mess with the OAL or just try another powder?
