installing recoil pad, can't get butt flush to pad

Yeah, no jokes about getting my butt flush.

Installing a Limbsaver pad.  It has a stiff plastic spacer on the back of it.  I can't get the wooden stock sanded flat enough to get the spacer to lie flush on the butt of the rifle.  Any ideas?  Could I use RTV between the spacer and the wood?  

The Limbsaver grinds down pretty good by the way.  WD-40 and sandpaper work pretty good.
