anyone ever done this, put a spacer between the forearm and reciver to tighten up the whole deal. with mine you'd see a piece of card stock between the the two parts.

Yup, posted about it many times, sometimes it helps, sometimes it hurts. I'd use something more durable than paper, I use aluminum furnace tape, it's .004" thick and consistent.

I wanted something that would not compress and was pretty durable so I cut a piece to fit out of a plastic milk jug.

Hardware stores like Ace or TrueValue carry furnace tape. Even an aluminum pop or beer can would work, it's usually about .002" thick.

The nice thing about the furnace tape is that it's sticky on one side, so it makes it real easy to stick it to the spacer, then trim around the profile of the spacer with a sharp blade, the spacer can't be seen when it's trimmed good.
