Problem eliminations

I've yet to get my rifle to shoot straight, I was hoping y'all could offer some insight on some possible problems.
.308 with sythetic stock, buttstock is good and tight, i have yet to try it yet this way but i got the o-ring on the foreend so may just be the cure. the base is good and loc-tited, not exaclty the best rings medium B-square. Nikon Pro-staff 3-9x40 which i know works just fine. no burrs on the muzzle, i've seen MOA groups at 100yrds before. Hornady 150gr BTSP CCI primer 44grs of Varget and winchester case.
