The one and only way to get forums added is to add a Poll to the Request a New Forum Forum. If and when 12 people respond positively I set it up. That's standard site policy.

If you don't place a POLL in the Request a New Forum Forum you'll be waiting forever. As I said the ONLY way new forums are added is someone places a poll there, then if it gets 12 yes votes it's added. I don't see where you've done that yet.
