This is what the feds say about hunting over crops and I quote.
"Seeds dispersed from naturally occurring vegetation or grain or feed scattered solely by normal agricultural operations, which include normal harvesting, normal post-harvest manipulations, or other normal agricultural practices is not considered baiting.
According to Federal regulations, manipulation is defined as the alteration of natural vegetation or agricultural crops by activities that include but are not limited to mowing, shredding, discing, rolling, chopping, trampling, flattening, burning, or herbicide treatments and is legal for hunting Migratory Game Birds. However the term manipulation does not include the distributing or scattering of grain, seed, or other feed after the removal from or storage on the field where grown and is illegal".
