According to the data I have AA and Rem STS use basicly the same componets in 28 and 410 Gauges.When loading STS shells the primers do not seat flush to the case face,I am using Win. Primers and wads.DoI have to switch to Rem Primers.

I guess at one time or another I've used about every brand of primer out there and all work. I actually prefer CCI and use them when I can get them which isn't all the time. Any should do OK in a given application if it's the right size. I'd not worry personally about the primer not seating fully flush like I would in centerfire metallic cases. As long as it stays in place and does it's job I personally wouldn't worry abut it.

All guages of Rem. STS's require a little extra pressure to seat the primers. This applies to all primers. They are just tighter than most others. Why? I haven't a clue, they just are. I've had the same problem with CCI, Rem, Win, Cheddite, Fed, and my current favorite Fiocci 616's. Just adjust the seating ram down a little, they'll be fine.
