Reduced 38-55 load

Hi,
    Iwould like to load down a 38-55 to get a low enough recoil for a kid to use. I am thinking of a load of 30 grains of 2f cartridge grade Goex.
Now, this means I will be getting into the murky world of fillers.
I was thinking of using compressed fascial tissue paper. Is this a good idea or not? Cotton wool has also been suggested.

Mimic how the US Gov't. arsenal's loaded the .45-70 carbine round: load cardboard wads to take up the space of a reduced powder charge.

I don't think that facial or toilet tissue is going to work as the idea w/ BP is to keep the charge compressed. I wonder can you compress the tissue that much?

A compressed Cream of Wheat filler between 2 wads might also work.

I used to load down 45/70's by puting in a 1inch square of the fluffy sheet stuff for padding Quilts .I pushed it in with a pencil and it worked fine and no it didnt melt in the barrel  .Another good filler is wool felt wads .You might fined strips of this at a hardware store as weather stripping . I wouldnt use cereal unless your going to shoot them right away as it will pack harden .Arnie

Cream of Wheat is a common filler.  Also, are you using a grease cookie or grease wad?

Some folks use carded wool.   How much do you want to load down?  You want to compress the powder slightly and make sure there are no voids,  no matter what      I knew a fellow that shot 40 grains, a card board wad , some cream of wheat another card and a 1/4 inch thick grease cookie.   He won alot a matches with that load and an old Ballard.
