The whole premise of this is stupid anyway, since the 2nd specifically addresses federal limitations on your rights, and an emergency is just a condition that the federal government has unconstitutionally granted itself the power to declare. As far as I'm concerned, it's an "emergency" any time I have to go for a weapon in my own defense. Sean Penn can breathe easy, now, since his illegal open-carry of a long gun in New Orleans is now acceptable.

Funny this is published today, though, since it was on my mind. I was thinking about this: What areas of the country are the least safe during an attack with intent to use deadly force? Why, all the government properties where private concealed carry is banned. I wonder if the dim bulbs in DC and in your state capitol ever ruminated on this fact when preparing their emergency response teams? Where is another place place where government regulation prevents weapons for personal defense? Airlines. Think about it.
