Removing forearm from BAR??

I brought home a BAR in 270 today and want to break it down to clean & do some touch-up bluing with Oxpho on the barrel.
I removed the forearm screw, which loosens it up, but it won't come off. It's as if there is some latch holding it on. Is there a trick to removing it?  Thanks for any help.

I forget, bolt needs to be either closed or open. Whatever it is now, make it the other way and see what happens.
